Britain and France Will Dispatch Forces to the Country if a Ceasefire Accord is Agreed

The British and French governments have inked a memorandum of understanding concerning the positioning of military forces in the nation if a peace agreement be made with Russia, the British leader, Starmer, has declared.

Following negotiations with Kyiv's partners in Paris, he indicated that the allies would "create defense centers in various parts of Ukraine and erect fortified structures for arms and military equipment" to discourage any potential incursion.

The allied nations also suggested that the America would assume leadership in monitoring a truce.

The Kremlin has on multiple occasions cautioned that any external forces in Ukraine would be considered a "legitimate target", but has not yet issued a statement on this new declaration.

The Situation and Ongoing Hostilities

The Kremlin's head Vladimir Putin launched a major offensive of Ukraine in February 2022, and Moscow currently holds approximately 20% of Ukraine's sovereign soil.

"This represents an essential component of our commitment to support Ukraine for the long-term," remarked the British leader.

Top officials and high-ranking officials from the "Coalition of the Willing" took part in Tuesday's talks.

He stated at a combined announcement, he further said: "It establishes the framework for the juridical structure under which allied and coalition forces could function on Ukraine's territory, protecting Ukraine's air and maritime domains, and regenerating Ukraine's armed forces for the time to come."

The British leader also stated that London would participate in any US-led verification of a prospective ceasefire.

Protection Pledges and Diplomatic Positions

Senior US negotiator Steve Witkoff remarked that "long-term safety pledges and substantial economic promises are essential to a permanent resolution" in Ukraine – alluding to a central requirement made by Ukraine.

Witkoff indicated the coalition had "mostly completed" their work on establishing such guarantees "so that the citizens of Ukraine know that when this conflict ends, it ends forever."

Donald Trump's son-in-law, former American President Donald Trump's advisor, also took part in the talks.

Meanwhile, France's leader Emmanuel Macron stated that Ukraine's partners had made "considerable progress" at the meeting.

He noted that "robust" defense assurances for Ukraine had been reached in the case of a possible truce.

President Volodymyr Zelensky stated that a "major step forward" had been made in the talks, but qualified that he would only view efforts to be "sufficient" if they resulted in the end of the conflict.

Recently, Zelensky said a peace agreement was "90% ready". Finalizing the last 10% would "decide the fate of peace, the destiny of Ukraine and Europe".

Remaining Challenges

  • Land and defense assurances have been at the heart of ongoing disputes for negotiators.
  • The Russian President has consistently stated that Ukrainian troops must withdraw from the entirety of Ukraine's eastern Donbas or Russia will occupy it, rejecting any concession over how to finish the war.
  • Kyiv has thus far rejected surrendering any territory, but has floated the idea that Ukraine could withdraw its troops to an mutually accepted point – but only if Russia reciprocates.

Moscow currently holds approximately 75% of the Donetsk oblast and around 99% of the bordering Luhansk. The areas form the area of the Donbas.

The original US-led multi-point proposal that was circulated to the media last year was viewed by Ukraine and its EU supporters as being strongly biased in Moscow's direction.

This led to a period of high-level diplomacy – with Ukraine, the US and European leaders trying to revise the proposal.

Recently, The Ukrainian government presented the US an updated framework – as well as distinct documents describing possible defense assurances and arrangements for Ukraine's recovery, he added.
